Route 11 Environmental Statement Signed

Gov. Rell has announced that a crucial environmental statement regarding Route 11 has been signed:

After 10 years of study and environmental evaluation, the FEIS document was signed today by Bradley Keazer, Division Administrator of the Federal Highway Administration (FHWA), and Edgar T. Hurle, Director of the Office of Intermodal and Environmental Planning in the Connecticut Department of Transportation (DOT).

“The work that has gone into this environmental assessment is among the most thoughtful I have ever seen,” Governor Rell said. “Every step was taken to avoid sensitive areas, including preservation of high-value habitat, longer bridge crossings of streams and wetlands, and widened medians in certain locations to facilitate animal movements. With the proposed purchase of additional acreage along this corridor, we will not only create an important ‘Greenway,’ we will be able to limit future development and encourage responsible growth.”

Barring any unexpected legal or procedural roadblocks, design of the full project could begin as early as 2008 and construction could begin in 2012 or 2013.

I am not holding my breath on Route 11, as usual. But it’s very encouraging to see any kind of progress at all–especially on the environmental front, which is where the holdups have been in the past.

If I’m driving down a completed Route 11 in 2013, I’ll be both shocked and thrilled.

    Now, will Region I of the EPA accept the FEIS or will it require more hoops. The current holdup for Route 11 has been a high official in EPA Region I who is very concerned about the animal habitat. I hope he is satisfied or retired. I guess we will have to wait and see.
