From the SOTS:
Secretary of the State Susan Bysiewicz announced today that East Haven, North Haven, and West Hartford are the winners of the 2007 “Democracy Cup.” The award is given annually to the small, medium, and large-sized towns with the highest voter turnout on Election Day.
West Hartford is almost always on the list. So what is it about some towns that produces high turnout? A tight, competitive race in East Haven probably helped, for instance.

It was corruption in North Haven. An angry voter is a voting voter.

I’m not sure I would say “affluence” is what got the East Haven voter out. “Effluence,” maybe.

That’s right, Ms. Nasal is giving congrats to a community that got out a whopping 38 percent turnout.
