AN ACT CONCERNING THE TOWN OF RESIDENCE OF AN INMATE OF A CORRECTIONAL FACILITY.
This bill would “ensure an equitable distribution of state and federal funds and benefits by requiring an inmate of a correctional facility to be included in the population count of the town where the inmate was residing before incarceration, rather than the town where the correctional facility is located.” That could be interesting… especially for Enfield.
AN ACT CONCERNING REGIONAL EDUCATIONAL SERVICE CENTERS.
This act would “regional educational service center funding to 2001-2002 levels.” My question is: why?
AN ACT CONCERNING ANIMAL SHELTERS.
This would basically institute a yearly $25 fee for animal shelter registration. The fee would go to the town’s animal control departments, and to the town dog fund. It also expands the definition of an animal shelter.
AN ACT CONCERNING EYEWITNESS IDENTIFICATION.
This one’s kind of interesting. The point is to make eyewitness identification a little more reliable, “by establishing procedures for conducting a police photographic or live lineup including having a lineup administrator who does not know which person is suspected as the perpetrator, informing the eyewitness that the perpetrator might not be in the lineup and presenting the persons or photographs in a lineup sequentially rather than simultaneously.” I wonder if that will actually help?
AN ACT CONCERNING THE IMPLEMENTATION OF GENERALLY ACCEPTED ACCOUNTING PRINCIPLES (GAAP).
This is self-explanatory, and was requested by the state Comptroller.
AN ACT CONCERNING ENTERTAINMENT INDUSTRY TAX CREDITS.
Basically expands the tax credits for the film industry. Just a few more million dollars, and they’ll send Jim Amann a limited edition Boba Fett figurine.
AN ACT ESTABLISHING TAX CREDITS FOR ANGEL INVESTORS.
“Angel” investors invest in very new businesses. This bill would give them a tax credit. Sounds good to me.
AN ACT CONCERNING A UNIFORM START DATE FOR SCHOOLS.
…Now they’re just meddling for the fun of it.

Genghis. The eyewitness ID reforms are fantastic news. This is the change that has been sweeping the nation for the last few years. Scientific studies have shown that double-blind, sequential show-ups are FAR more reliable than the old way. This is very, very good news for CT.

1) The Act regarding the hometown of inmates I’d be all for, as long as we include college students in that. That would nicely eliminate that big blue hole sucking down the rest of the 2nd CD.

It’s a complaint I’ve had for five, six years now of many laws coming up just using bizarre or never before seen terms in them. There was one a few years back that introduced “Chief Law Enforcement Official” — without defining it. What is a CLEO? I don’t know, never had been used in the statutes before. A Police Chief is clear — and if you don’t have a local police chief those powers go to the First Selectman. Did the GA intend for this law not to have the First Selectmen fill that role but instead someone who was sworn? I don’t know, they just used ambigous words never used before.
So in the uniform school year statute, we get the completely superflous “known as Labor Day.”
Hello? They already said the Wednesday after the first Monday. Should’ve stopped right there. Nope, they had to go blabbing on and say something stupid.
Yeah, I know my complaints may sound trivial, but when you have legislators or their interns who can’t write a well constructed statute it’s a symptom of much deeper dysfunction in the halls of Hartford.
As to #1, you will have to take it up with the Supreme Court…
